He moved to St. Croix Falls, Wisconsin in 1842. He came to Stillwater, Minnesota in 1844, then moved to Arcola, Minnesota in 1847.
Mr. Mower was a millwright and carpenter, but was also engaged in lumbering. He was elected to the Fifth and Sixth Territorial Councils. The Territorial Legislature affixed his name to a county." (Minnesota in Three Centuries, Publishing Society of Minnesota, 1908)
